The Community and Regional Affairs Committee considered                        
SENATE BILL NO. 56 "An Act relating to rights in certain tide and              
submerged land," and recommended it be replaced with                           
                                                                               
CS FOR SENATE BILL NO. 56(CRA), entitled:                                     
"An Act relating to rights in certain tide and                                
submerged land; and providing for an effective
